Interesting. In the pictures at the website it looks like it's a ring shaped thing, but yours seems to just be a half loop. Hmm. Anyway, I would try making a snug tail with a separate small elastic first, then try fitting this over it. But the elastic you use is going to have to be pretty tight to keep the metal thing from rotating and stabbing your neck.
Anyway, it's a cool idea. I like it.
