It's my understanding that terminal length is entirely (or almost entirely) based on one's genetically predetermined hair growth phase, which varies between two and six years, on average. It's quite possible that you have a growth phase closer to the shorter end of that range. Still, collar bone-length is nothing to sneeze at, and certainly qualifies as long hair :)! Have you ruled out any potential damage-related reasons for your hair not growing any further?
